The US Treasury proposes wider curbs on investment in Chinese AI

The US Treasury has proposed a rule, under the COINS Act, that would widen limits on American investment in AI, semiconductors, quantum, supercomputing, hypersonics and biotechnology in countries of concern. Final regulations and a start date are still to come.

What is not in force yet

A proposed rule is a draft. It does not ban a deal on the day it is published.

The list of covered technologies is broad on purpose. The countries, the thresholds, and the effective date are the parts still ahead.

A fund or a company that writes checks into Chinese chip or model startups and needs to know this is a proposal, not a new law they already missed.
